Salt Lake County's Housing & Community Development (HCD) Division develops plans, studies, and reports to guide the responsible use of federal, state, and local resources. These documents reflect data-driven research, expert analysis, and community input. These serve as the foundation for decisions that affect housing access, community investment, and quality of life for Salt Lake County residents.

Your voice matters. Public input shapes HCD's plans and ensures that funding decisions reflect the real needs of our communities. We encourage residents and stakeholders to review these documents and participate in public comment opportunities whenever they are available.

2026-2027 Program Year Preliminary Federal Funding Recommendations

Salt Lake County is pleased to share the preliminary federal funding recommendations for the following programs: HOME, CDBG, SSBG, and ESG. These recommendations are not final and remain contingent upon the federal funding allocations Salt Lake County receives from HUD. For this program year, approximately $2,635,804 was available for community projects, while the total amount requested through the Request for Applications (RFA) was $12,223,991.50. Applications were reviewed and scored based on the criteria outlined in the RFA, and the highest-ranked projects were recommended for funding following review by the Citizen Advisory Committee (CAC).

 Final funding approvals will be made by the HOME Consortium and the Urban County Mayor’s Group following the public comment process.

Community members may submit comments through the public comment form and/or attend the public hearing scheduled for April 2, 2026, at 4:00-6:00 pm at Midvale City Hall (see public notice below for more information).

Feedback regarding individual project applications will not be available until mid-May, following completion of the review and approval process.

Salt Lake County's Proposed Five-year Consolidated Plan

Salt Lake County's Proposed Five-year Consolidated Plan is a guiding document for investing federal, state, and local funds to address gaps in housing provision and community development. The document draws on research from the Kem C. Gardner Policy Institute and the Ivory-Boyer Real Estate Center, analysis of housing and economic market data, and expert and community input.

The U.S. Department of Housing and Urban Development (HUD) designates Salt Lake County as an "Urban County." In this capacity, Salt Lake County receives the Community Development Block Grant (CDBG) from HUD to distribute in unincorporated areas and smaller cities. Similarly, Salt Lake County receives housing block grants ("HOME") distributed throughout the county and in larger cities.

The proposed plan was heavily informed by Salt Lake County residents and experts in the field of housing, homelessness, community development, and service providers.

2025–2026 Program Year Final Federal Funding Recommendations

Salt Lake County is pleased to announce the final federal funding recommendations for the 2025–2026 program year.

These programs support the creation of thriving communities by expanding access to housing and homeless assistance, increasing economic opportunities, and improving living environments for low- and moderate-income households throughout Salt Lake County.
