In 1997, 2006, and 2016, the Salt Lake County Council placed requests on the election ballot for voters to approve 10-year General Obligation (G.O.) bonds. The bond proceeds were used to fund Zoo, Arts, and Parks (ZAP) related recreational facilities throughout the County.
In 2025, the County Council began the process for the fourth round of funding. On April 14, 2026, the Council passed a resolution establishing a formal application process and appointing a 17-member advisory board. This board is designed to provide diverse oversight and includes:
Five (5) community members at-large.
Four (4) municipal mayors nominated by the Salt Lake County Council of Governments (COG).
Three (3) representatives from existing County advisory boards (Parks & Recreation and Open Space).
Five (5) additional members including the Parks and Recreation Division Director and designated non-voting technical advisors.
This advisory board will oversee the application process throughout the spring and summer of 2026, recommending a final list of projects to the Salt Lake County Council for inclusion on the November 2026 election ballot. The application process is open to any project that satisfies the established qualifications and criteria.
