Zoning Reform for Housing Attainability

“Zoning Reform” has become a loaded term, garnering strong opinions across the spectrum. Salt Lake County’s decision to host the annual Regional Solutions Event on this topic is certainly timely but not intended to be an endorsement of state preemption of municipal land use authority. Rather, the goal of this event is to convene many points of view --academics, policymakers, elected officials, practitioners, and advocates--to seek strategies through civil discourse and respect for the important and distinct roles we all play in bringing about solutions.

Local regulation is only one of many factors influencing housing attainability. Rising interest rates, escalating land costs, rising labor costs, shortages in skilled labor, supply chain constraints, material costs, and the reality that housing costs have for nearly a decade risen sharper and faster than household incomes are all factors contributing to today’s challenging housing market. 

Municipal leaders are keenly aware of the housing crisis in their communities and are working to find solutions in the areas they can influence. Both state and regional leaders are also concerned about housing attainability and what part they can play in supporting policies to bring about needed change.
