VRAP

The Vehicle Replacement Assistance Program (VRAP) provides financial assistance to low-income owners of vehicles that fail an emission test.

Through VRAP, qualifying low-income individuals will be offered financial assistance to replace a qualifying vehicle with a newer, cleaner vehicle.

Replacement Process

To qualify for replacement, a vehicle must:

  • Be model year 2003 or older OR 2004 tier 2 bin 5 or dirtier (we can help you determine this).
  • Have failed an emission test as required by SLCoHD within 30 days of application.
  • Be currently registered in Salt Lake County, or be able to prove it frequently travels to Salt Lake County (e.g., University of Utah student, full-time employment in Salt Lake County County, etc.)
  • Have been registered in Utah in compliance with UCA §41-1a-202(3) sometime in the past 12 months preceding application; registration does not need to be current.
  • Be driven under its own power to a participating VRRAP dealership.

The vehicle's registered owner must also meet income requirements. Vehicle owners will not receive any trade in value, as their vehicles will be crushed and recycled. Additionally, the VRRAP is not intended to cover the entire purchase price of the vehicle; it is the responsibly of the vehicle owner to secure the remaining funding to complete the purchase. The amount issued will be set on a sliding scale based on how the vehicle owner's household income compares to the federal poverty level:

Household income will be determined by using the Adjusted Gross Income (AGI) on the most recent federal income tax form using these thresholds:
